
Maryland Recycling Network’s Tire Workgroup* was invited by
Asphalt Plus, LLC to attend a tire rubber modified asphalt pilot paving project on June 23, 2025, along with representatives from
EPA Region 3,
Maryland Department of the Environment, the
Recycled Materials Association (ReMA), and
Scrap Tire News.
Asphalt Plus, LLC has been developing this innovative pilot project in coordination with
MDOT and
Pleasants Construction, Inc.
Attendees first visited the asphalt plant in Frederick to see the tire rubber modified asphalt manufacturing process and lab. Later that evening, attendees met in Silver Spring to observe the paving project in action.
MRN would like to thank Dr. Red Clark, President of
Asphalt Plus, LLC, for inviting the Tire Workgroup to attend and for all his work in advancing tire recycling in the state, specifically by building markets in rubber-modified asphalt production. We look forward to supporting this project and visiting future pilots!

The Tire Recycling Law Workgroup was launched in fall 2024 by MRN, in coordination with
Maryland Department of the Environment, to address concerns and make possible recommendations regarding the Maryland Tire Law and its regulations. The group consists of representatives from the public, nonprofit, and private sectors with vested interest in improving the existing laws and regulations while addressing issues such as inadequate funding for recycling programs, illegal dumping, unclear consumer fees, limited recycling markets, and the absence of a modern statewide tire tracking system.
